Luc Deleu (°1944) woont in Antwerpen. In 1970, net na het behalen van zijn diploma in de architectuur, richt hij in Antwerpen T.O.P. office (Turn-On Planning office) op: een interdisciplinair stadsplanningsbedrijf. In datzelfde jaar houdt Deleu ook zijn eerste solotentoonstelling: Luc Deleu neemt afscheid van de architectuur in de zelf-georganiseerde Antwerpse galerij Vacuüm voor nieuwe dimensies. Tot op heden heeft hij noch de architectuur, noch de kunst opgegeven. Hij ziet beide als nauwverwante manifestaties van het denken: 'Ik ben een kunstenaar, omdat ik een architect ben.'
T.O.P. office is steeds radicaal gericht geweest op het verhogen van het potentieel tot maatschappelijke reflectie en dit op zeer diverse manieren. Deleu is een krachtige aanwezigheid in de Vlaamse en Belgische architectuurscène, met legendarische confrontaties met de orde van architecten, en met tegendraadse inzichten die generaties architectuurstudenten hebben gevormd – onder meer de nu zo populaire notie ‘ontwerpend onderzoek’ werd door hem gelanceerd. Het koninginnenstuk van deze kritisch-discursieve capaciteit is zijn in 1980 gepubliceerd ’Orbanistisch Manifest’ dat een stedenbouwkundig denken op wereldschaal bepleit.
De radicale beeldvoorstellen van Deleu bestaan zowel in plan- of maquettevorm als in reële acties, zoals bij de oefeningen in schaal en perspectief of de containerconstructies. Veel van de radicale verbeeldingen, maar ook de publieke presentaties van architecturaal-planologische zetten en van maatschappelijk-stedenbouwkundige reflectieruimten vinden plaats binnen de beeldende kunstruimte en worden ook erbinnen gedistribueerd en geborgd.
